Due to the nature of both Ruby City having no residents to feed on that are NPCs and Nanami being a mermaid that has to feed on other characters' energies, I've decided to put up a permissions post. In order for Nanami to feed naturally and take energy, she needs to submerge the person in water for a few seconds. She will not be killing anybody this way unless she goes absolutely berserk. In which case, she will be killing your character.
Of course, this will not be done without the strict permission of you, the player! And of course, if your character has an alternative to transferring energy, that is also fine to use as well.

Anything else? Some of my characters, being the old farts they are, have powerful CR so if Chiaki kills or hurts any of them, there may be NEGATIVE CR. I can also waylay that if you're not interested just by having them be secretive goobs.
Sans is FULL of magical energy, but he's very fragile and hell to pin down due to his godly dodge ability. In his case, best to talk it out with him. He's also secretly a Science Nerd (tm), so he'd probably think Nanami's form of feeding would be interesting to experiment with.

Are you alright with Nanami killing you in this way? If she actually managed it, Julian would be surprised (as he died)—but sure, with some warning.
Anything else? Not that I can think of. Julian likes talking and could possibly throw Nanami quite far if his bionic arm is in the right mode, which I think you already know. Give him enough warning and he'd just dive in the nearest large enough body of water—scarf, weapons and all. He wouldn't mind so much if he gets to know her.
